The Benazir Income Support Programme (BISP), Government of Pakistan, is seeking qualified candidates for various positions. These positions are part of the “Crisis Resilient Social Protection (CRISP) Program,” funded by the World Bank.

BISP is hiring Individual Consultants for the following roles:
- NSER Coordinator (01 Position)
- Qualification: Minimum 16 years of education in Computer Science, Management Sciences, or a relevant field from an HEC-recognized university.
- Experience: At least 7 years of experience in similar domains. Expertise in statistics, data sciences, and data management is essential. Strong comprehension, analytical reasoning, and report writing skills are required. Ability to compile, organize, interpret, and analyze data from databases/various data sources, and present findings. Experience with large-scale Government projects and International Development Partners is an asset.
- Procurement Associate (01 Position)
- Qualification: A Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Commerce, Finance, or a related field. Professional certification (e.g., CIPS, CPSM, or equivalent) is desirable.
- Experience: At least 4 to 5 years of experience in procurement, preferably in development organizations, government, or donor-funded projects. Knowledge of national and international procurement regulations (including World Bank, ADB, or UN procurement guidelines). Strong analytical, negotiation, and communication skills. Proficiency in procurement software and MS Office applications. High level of integrity and ability to maintain confidentiality.
- Financial Information Systems Engineer (FISE) (01 Position)
- Qualification: Bachelor’s (16-year)/Master’s degree in Computer Science/Information Technology, Software Engineering, Financial Information Systems, or a related field. Certifications in one or more of the following will be preferred: a) Certified Information Systems Auditor (CISA), b) Professional certifications in IPSAS or IAS, c) Microsoft Certified: Azure Developer/Data Engineer or .NET Developer.
- Experience: Minimum 5 years of hands-on experience in designing, developing, and implementing financial information systems, ERP systems, or public sector accounting software. Project management certification (PMP, PRINCE2, or Agile) is highly desirable. Proven experience in end-to-end system implementation (at least 3 full cycles) including budgeting and expenditure management systems; book-keeping and financial reporting; procurement and inventory management modules; fixed asset management; and HR/payroll systems. Proficiency in Microsoft .NET technologies, database management (SQL Server/Oracle), and system integration (APIs, middleware).
- Android Developer (01 Position)
- Qualification: Minimum 16 years of education with at least a Bachelor’s degree in Computer Science/IT or any related field from an HEC-recognized university.
- Experience: Minimum 8 years of hands-on experience in management of Complete Development Life Cycle experience in organization of repute. Experienced in rolling out app updates in various Android platform app stores. Experience with version control (e.g., Git, SVN, TFS, etc.). Experience with third-party libraries and APIs. Working knowledge of the general mobile landscape, architectures, trends, and emerging technologies. Understanding of Geo points, Geo Fencing, GIS mobile app development. Must be able to develop backend APIs and Database structure.
- Software Developer (01 Position)
- Qualification: At least 16 years of education in Computer Science or equivalent. Preference will be given to graduates from HEC-approved top-ranking local and/or foreign universities.
- Experience: At least 3+ years’ working experience as Software Developer or Systems Engineer on enterprise-level projects in organizations, preferably CMMI certified. Extensive Web, Windows Services, Encryption, application development in .Net/VC++, Java, Android & WPF application development framework is required. Experience with developing native Android applications will be preferred. Experience with implementing ArcGIS will be preferred. Must have written professional code over 0.5 million lines preferably on enterprise level/large application(s).
- WAN Specialist (01 Position)
- Qualification: Minimum 16 years of education in Computer Science/IT or any related field from an HEC-recognized university.
- Experience: Proven experience of more than 6-8 years in the field of internetworking covering LAN, WAN, Intranet, Extranet, along with overall experience of more than 12 years. Good knowledge with proven capabilities of wireless communication, fiber cable terminations. Hands-on experience in designing, implementing, and troubleshooting in routing, switching, and security sites and inter-site communications using VPN, SSH, SSL, multi-factor dynamic authentication protocols; hands-on experience of managing PKI infrastructure.

- A consultant shall be selected in accordance with the method contained in Section VII, paragraphs 7.36 and 7.37 of the “World Bank’s Procurement Regulations for IPF Borrowers”, July 2016 [Revised November 2017 and August 2018].
- Only shortlisted candidates will be called for an interview. TA/DA shall not be admissible.
- Remuneration would be negotiable, commensurate with the qualification and experience of the candidate.
- The attention of interested eligible Individual Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, [Revised November 2017 and August 2018], setting forth the World Bank’s policy on conflict of interest.
